आईएएस मीनाक्षी सिंह का वायरल वीडियो: 'बच्चों को जातिगत पहचान बताना जरूरी', सवर्ण समाज में आक्रोश

मध्य प्रदेश में आईएएस अधिकारियों के विवादास्पद बयानों की श्रृंखला जारी है। पहले आईएएस संतोष वर्मा के बयान से मचा हड़कंप थमा भी नहीं था कि अब 2013 बैच की आईएएस अधिकारी मीनाक्षी सिंह का एक वीडियो सोशल मीडिया पर तेजी से वायरल हो रहा है, जिसने राजनीतिक और सामाजिक क्षेत्रों में नई चर्चा शुरू कर दी है। सवर्ण वर्ग की ओर से इस बयान पर कड़ी नाराजगी जताई जा रही है।

अजाक्स (अनुसूचित जाति-जनजाति अधिकारी-कर्मचारी संघ) के हालिया सम्मेलन में भोपाल के अंबेडकर पार्क में आयोजित कार्यक्रम को संबोधित करते हुए मीनाक्षी सिंह ने कहा कि संगठन को सिर्फ मंच या बैठकें तक सीमित नहीं रखना चाहिए, बल्कि इसे समाज और परिवार के स्तर तक विस्तार देना आवश्यक है। उन्होंने जोर देकर कहा कि समाज को मजबूत बनाने की शुरुआत घर से होती है और इसके लिए बच्चों को उनकी जातिगत पहचान के बारे में स्पष्ट रूप से बताना चाहिए।

उन्होंने अपने संबोधन में आगे कहा, "बच्चों को यह समझाना होगा कि वे किस समुदाय से ताल्लुक रखते हैं, चाहे वह आदिवासी हो या अनुसूचित जाति (एससी)। जातिगत चेतना और पहचान को मजबूत करना आज की जरूरत है, क्योंकि अन्य वर्ग सरनेम के आधार पर पक्षपात करते हैं। हमें भी अपनी जाति के लोगों को पहचानकर उनका सहयोग करना चाहिए।"

मीनाक्षी सिंह वर्तमान में आदिम जनजाति कल्याण विभाग में उप सचिव के पद पर तैनात हैं। वे प्रमोशन के जरिए आईएएस बनीं और अजाक्स संगठन से भी सक्रिय रूप से जुड़ी हुई हैं। उनके इस बयान के वीडियो वायरल होने के बाद से सोशल मीडिया पर बहस छिड़ गई है। कुछ लोग इसे दलित-आदिवासी समाज की एकजुटता की आवाज बता रहे हैं, तो वहीं सवर्ण संगठनों ने इसे जातिवाद को बढ़ावा देने वाला करार दिया है।

इस मामले में अधिकारी से संपर्क करने की कोशिश की गई, लेकिन कोई प्रतिक्रिया नहीं मिली। मध्य प्रदेश में आईएएस अधिकारियों के ऐसे बयानों से प्रशासनिक माहौल में तनाव बढ़ता दिख रहा है।

मध्य प्रदेश । केंद्रीय गृह मंत्री अमित शाह द्वारा प्रयागराज में त्रिवेणी संगम में डुबकी लगाने के बीच कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे ने पूछा कि क्या गंगा में डुबकी लगाने से गरीबी समाप्त हो जाएगी? उन्होंने कटाक्ष किया कि भारतीय जनता पार्टी (भाजपा) के नेताओं में कैमरे के समक्ष डुबकी लगाने की होड़ मची है। मध्य प्रदेश के इस शहर में जय बापू, जय भीम, जय संविधान रैली को संबोधित करते हुए खरगे ने कहा कि भाजपा नेता तब तक डुबकी लगाते रहते हैं जब तक कि यह कैमरे पर अच्छा न लगे (अच्छी तरह से फिल्माया न जा सके)।

हालांकि उन्होंने जोर दिया कि वह यह कहकर किसी की आस्था पर सवाल नहीं उठा रहे हैं। उन्होंने यह भी कहा कि यदि किसी को उनकी टिप्पणी से ठेस पहुंची हो तो वह इसके लिए माफी मांगते हैं। खरगे ने कहा, “(नरेन्द्र) मोदी के झूठे वादों के जाल में मत फंसिए। क्या गंगा में डुबकी लगाने से गरीबी खत्म हो जाती है? क्या इससे आपका पेट भर जाता है? मैं किसी की आस्था पर सवाल नहीं उठाना चाहता। अगर किसी को बुरा लगा हो तो मैं माफी मांगता हूं।”

कांग्रेस अध्यक्ष ने कहा, ‘‘लेकिन मुझे बताइए, जब एक बच्चा भूख से मर रहा है, स्कूल नहीं जा रहा है, मजदूरों को उनका हक नहीं मिल रहा है, ऐसे समय में ये लोग हजारों रुपये खर्च कर रहे हैं और (गंगा में) डुबकी लगाने की होड़ में लगे हैं।’’ उन्होंने कहा कि वे तब तक डुबकी लगाते रहते हैं जब तक कि यह कैमरे पर अच्छा न दिखने लगे। खरगे ने कहा, ऐसे लोग देश का भला नहीं कर सकते। हमारी आस्था भगवान में है - लोग हर दिन घर में पूजा करते हैं, सभी महिलाएं पूजा करने के बाद अपने घरों से बाहर निकलती हैं, इसमें कोई मुद्दा नहीं है। लेकिन हमें धर्म के नाम पर गरीबों के शोषण से समस्या है।”

शाह द्वारा प्रयागराज में आयोजित महाकुंभ मेले के दौरान त्रिवेणी संगम में डुबकी लगाने के कुछ घंटों बाद कांग्रेस प्रमुख की यह टिप्पणी आई। कुछ शीर्ष संतों के साथ शाह ने दोपहर करीब एक बजे डुबकी लगाई। 

मध्य प्रदेश हाई कोर्ट ने राज्य के मुख्य सचिव से एक कार्यकर्ता के निष्कासन को अवैध घोषित करते समय कानून के वास्तविक इरादे की सराहना किए बिना राजनीतिक दबाव में आदेश पारित करने के खिलाफ जिला मजिस्ट्रेटों को निर्देश देने को कहा है। 20 जनवरी के आदेश में न्यायमूर्ति विवेक अग्रवाल ने एक्सटर्नमेंट आदेश में विसंगतियों का हवाला दिया और कहा कि गवाहों का कोई बयान दर्ज नहीं किया गया था और मामलों का पंजीकरण इसके लिए आधार नहीं हो सकता है। जागृत आदिवासी दलित संगठन के कार्यकर्ता अनंतराम अवासे ने वनों की कटाई के विरोध के बाद उन्हें एक साल के लिए निर्वासित करने के बुरहानपुर जिला मजिस्ट्रेट के जनवरी 2024 के आदेश के खिलाफ अदालत का रुख किया।

कोर्ट ने अवासे को परेशान करने के लिए राज्य सरकार पर ₹50,000 का जुर्माना लगाया। इसमें कहा गया है कि मजिस्ट्रेट के आदेश में वन अपराधों का उल्लेख किया गया है। इसमें कहा गया है कि वे मध्य प्रदेश राज्य सुरक्षा अधिनियम, 1990 के तहत अवासे को निर्वासित करने का आधार नहीं हो सकते। अदालत ने कहा कि कानून कहता है कि एक दोषी व्यक्ति को निर्वासित किया जा सकता है। इसमें कहा गया है कि यह दिखाने के लिए रिकॉर्ड पर कोई सामग्री नहीं है कि अवासे को 2019 और 2022 में उसके खिलाफ दर्ज दो अन्य अपराधों के लिए दोषी ठहराया गया है। 

अदालत ने कहा कि अवासे को दोषी ठहराए बिना उसके खिलाफ मध्य प्रदेश सुरक्षा अधिनियम के प्रावधान लागू नहीं किए जा सकते थे, और इसलिए निर्वासन आदेश अवैध था और खारिज कर दिया गया। अदालत ने कहा कि मजिस्ट्रेट ने बयान दर्ज करने में उनकी विफलता को छुपाने की कोशिश की। इसमें कहा गया है कि अधिकारी ने यह कहकर अदालत को गुमराह किया कि कोई भी गवाह बयान दर्ज कराने के लिए आगे नहीं आया।

राज्य सरकार धार्मिक शहरों में शराब पर प्रतिबंध लगाने पर विचार कर रही है ताकि इन स्थानों की पवित्रता और मर्यादा सुनिश्चित की जा सके। हालांकि अभी तक कोई निर्णय नहीं लिया गया है, लेकिन राज्य सरकार इस संबंध में संतों द्वारा दिए गए सुझावों पर विचार कर रही है। सीएम यादव ने कहा कि सरकार जल्द फैसला लेगी। सीएम मोहन यादव ने संतों के सुझावों पर जोर देते हुए कहा कि सरकार धार्मिक शहरों की सीमा के भीतर शराब की दुकानें बंद करने पर गंभीरता से विचार कर रही है। 

मोहन यादव ने कहा कि वर्तमान बजट वर्ष समाप्त होने वाला है और हमारी सरकार सोच रही है कि हमें धार्मिक शहरों में अपनी नीति में संशोधन करना चाहिए और उन शहरों में शराब पर प्रतिबंध लगाने की दिशा में आगे बढ़ना चाहिए। उन्होंने कहा कि कई संतों ने सुझाव दिए हैं और हमारी सरकार इस पर गंभीरता से विचार कर रही है कि हमें अपने धार्मिक शहरों की सीमा के भीतर इन उत्पाद शुल्क की दुकानों को बंद कर देना चाहिए ताकि हम धार्मिक माहौल के बारे में लोगों की शिकायतों की दिशा में ठोस कदम उठा सकें। हम गंभीर हैं और जल्द ही इस संबंध में फैसला लेंगे।
